Indeed those are the T&C for the SDK which application builders use.
Unfortunately I cannot speak for any Chinese entity as to what parts of that
document they have problems. A further difficulty is that I understood the
original article to be referring instead to
this compatability
definition which device makers must comply with in order to call their
system Android. There's much more in there that
could be unpalatable to someone
who doesn't want to be a slave to Google. Is compatibility
mandatory?
No. The Android Compatibility Program is optional. Since
the Android source code is open, anyone can use it to build any kind of device.
However, if
a manufacturer wishes to use the Android name with their product,
or wants access to Google Play, they must first demonstrate that the device is

The whole thing is political posturing, 1960s
style, only this time with money instead of guns. If the US won't allow
Chinese networking gear, or undersea
cables,
then the Chinese won't allow Google's hegemony. As usual when the emperors start
beating drums it's us peasants who suffer.
