The trouble is such a scheme loads the burden of tax on the poorest. When
you do not earn enough to save, not even put a square meal on the table
every day, your whole income (possibly more) is spending on VATable goods.
Moving the burden to income tax spreads the issue a little more, as we can
tax higher incomes progressively more, but the higher the income, the less
the need to see it realized in this country, as it is mostly turning into
savings/investment and not being spent, which takes us back to my first
point.
What we really need are simpler tax laws with fewer options to find loopholes.
