The whole point of a patent is that a licence costs money.

If the government says "you can't get paid for someone else using your
property" then the government is - in practice - taking YOUR money FROM
you.

And taking someone else's money is called theft.

Well, if someone copies and distributes your book
for free, you are no longer able to sell it to
anyone. So that person has taken that person's
sales.

And with patents, people have them for more than
one purpose, but some of them are 1) to defend the owner
from patent infringement claims, by being able to
create a negotiation environment via counterclaims
whereby they can
reduce what it will cost them and 2) in negotiations
for royalties; and 3) to seek damages for infringement.

All three involve money. If you remove 1 and 3, you
have reduced the money value of the patent. Yes, you
still have your patent, but its value has been
significantly reduced, and so that is money in your
pocket you no longer will be able to obtain.
