Collusion can be classed as a cartel, which is illegal, but that's not what I
was discussing. You don't need a partner to indulge in malicious activity.

(And one of the troubles with trying to make cartels illegal, is that I believe
it has been shown that the APPEARANCE of a cartel is actually the normal and
inevitable outcome of consumer apathy or where consumers don't respond quick
enough to rising prices.)
