An easy way to get them to trim their prices

would be to include an item of a few million to fund a "Use Linux"
advertising campaign with some help to set up some support in the budget.
Would upset a lot of people; sure, but it would be cheap for a government and
would probably pay for itself by the government benefiting from the cheaper
prices.
