There is no bar to proprietary on Linux and lots of companies do it. Android in
a Linux window manager would be in the same position. It is just as likely to be
flooded with free and openware as Linux is likely to be flooded with
proprietaryware.
We can eat the Android apples in the unwalled garden: it is up to us.
PS: The proprietary Microsoft Skype program for Linux seems to work just as well
as the Windows alternative. I feel so dirty!

Probably because nobody has a strong enough itch to port it and make it
available.
Bear in mind it's aimed at touch-screen hardware. Does your desktop have a
touch-screen? Thought not. So Android/Dalvik simply doesn't work very well on
desktop hardware.

I noticed a bunch of 'apps' when I was adding software in
Ubuntu. I don't like it, I haven't found many packages that
