When Amber Alerts were initially being lobbied for, one of the explicit promises
made was that they would be reserved for true abductions, with the child in
imminent danger.
That limitation has faded with time.
The vast majority of alerts are now 'family abductions' i.e. a custody dispute.
Just saying "can't be certain they will be safe" is sufficient to
issue an alert.
I can predict how a similar SMS-based alert system will evolve. It won't be
long before it degrades into "Mayor Quimby is continuing his tireless
service by dedicating a park bench today, sponsored by Duffs."
