"is every Office document a website?"

His answer of "maybe" worries me. If it's not a website what is it?
Open an Office document and watch your TCP stack. I've had
Office documents say "The preferred printer cannot be found",
then proceed to change their margins and fonts. Mr Ballmer is
lucky it's too far from here to Redmond to throw a chair...
