I did some research on the weekend. I'd certainly like to know if it's an appropriate Law that the phone is required to be unlocked.

What I found were two bills on the subject:

    Bill C-343
    Bill C-560
In both cases, they don't yet appear to have become Law. 363 appears to have been filed in the dust bin when that particular session of Parliament closed. 560 appears to be the successor to 343.

From what I can gather, the Big 3 in Canada have voluntarily decided to provide an unlocking path. Quite possibly due to pressure from the public and the real threat of getting a potential Bill pushed through forcing them to unlock (quite possibly for free).

So don't be too surprised if you run into resistence at some point if either the above bills don't actually become Law.
