That Munich report - cat out of bag?
Authored by: Gringo_ on Saturday, January 26 2013 @ 10:54 AM EST
So that is not very helpful for many of us. If you could
point to an HTML version of the document so we could use
Google to translated that would be very useful.
Alternatively, you could give us a summary in English of
what you found. Thanks.

The Google translation someone posted in a reply looks like no more than what has appeared in English language news articles. The rebuttal is the same quote from Karl-Heinz Schneider, head of City of Munich's municipal IT service, in which he says that he has not seen the report which Microsoft has refused to release, then goes on to rebut what he can glean from the press releases about it. What stands out for me is that the report says that Munich could have stayed with Windows XP instead of migrating anything, while Schneider says that they were running Windows NT and faced the choice between paying to upgrade to XP or migrate to Linux. The report also ignores the cost of upgrading from XP to Windows 7 which would likely have had to happen by now. That's some pretty serious fees for Windows licenses that the report ignores.

This article in IT-World appears to be the source that other English language articles are quoting:

Microsoft won't release study that challenged success of Munich's Linux migration
