No, it leads to 0 government == 0 evil from government.
1 evil is not nessecarily == -x good.
Government also creates some good, but the amount of good is not correllated
with the amount of government.
So yes, there are going to be points where a government does more good than
evil. But governments are generally not open to the amount of change a
minimisation loop would need to let us find these points, so finding the optimal
amount of government is *really* hard.
All I think I can state is that currently, we are in a position where decreasing
the amount of government would not have a substansial effect on the good it
does, and would decreace the evil. Which would be a net benefit.
