Somehow I'd assumed the RECAP extension automagically uploaded
things to their server as you were downloading from PACER. This
would give PJ cause for concern that the user had no control over
PII being unwittingly republished. OTOH if the user redacts this
before uploading to RECAP the document is no longer original
and could suffer malicious redactions. Hopefully if this community
are the police, RECAP need not descend to the fate of Wikipedia.
