Whilst this might be a problem if you were to blindly up-load every file you
obtained from PACER, the files that you download you read and analyze, and then
place on Groklaw for downloading by anybody.

If the files are safe to be downloaded from Groklaw then why not give them back
to the community, and posterity by up-loading them to RECAP?
