That the hacker that wins is then threatened with jail time if an NDA isn't signed preventing the hacker from talking about the situation.

Is this unreasonable? I don't think it is given at least one Corporation held such a hacking event and did exactly that.

by definition cannot be limited to happen on only one day of the year.
But a fixed date makes it easier to schedule a Fed to sit on every wiretap.
