Which is really funny seeing as how there appear to have been no general
referendums on ratification, by direction of Congress done by ratification
conventions. The first state to ratify was Delaware, on December 7, 1787, by a
unanimous vote, 30 - 0, all thirteen colonies ratified not just the requisite
nine.
Mind you there was plenty of public debate and the opportunity to inform
representatives of the will of the people by the mechanisms guaranteed later by
the First Amendment, the Bill of Rights resulting from concerns arising during
ratification ("THE Conventions of a number of the States, having at the
time of their adopting the Constitution, expressed a desire, in order to prevent
misconstruction or abuse of its powers, that further declaratory and restrictive
clauses should be added: And as extending the ground of public confidence in the
Government, will best ensure the beneficent ends of its institution.").
All thirteen colonies ratified the Constitution and now we celebrate E Plebnista
day. A pun taken from the original Star Trek series episode 'The Omega Glory',
that both the people and their chosen representatives can forget (with various
degrees or conscious or unconscious effort) the meaning of the Constitution.
William Shatner's forceful recital of the preamble to the Constitution also so
much more memorable than the Schoolhouse Rock version.
