ip4 vs ip6 costs

if you're a poor country, the cost of ip4 is exponentially
higher than ip6. in terms of equipment, most is bought
second hand and certainly not the latest. 90% of computers
are pirated microsoft. have neither the money nor the tech.

the point is that the cost for a poorer country to move to
ip6, in relation to their overall wealth, is astronomical
compared to someone like MIT, who has money, tech and
talent, _and_ they are being corned into this position
exactly because of MIT and Apple etc basic greed

am I missing something here?
