Here in the UK, at least in some cases, the "public interest" is very
often considered. People assisting relatives to go to Switzerland to seek
euthanasia are almost never prosecuted. People running escort agencies, where
the girls are all willing workers, aren't prosecuted, there are many other
examples. A famous one relating to the UK and the USA is Gary McKinnon, US
prosecutors wanted him extradited, now that has finally been rejected UK
authorities have decided there is no public interest in prosecuting him here, an
option the US authorities could (should?) have pursued in the first case.
