The xkcd cartoon is a map of /8 (eight bits fixed, twenty-four bits variable [256**3 or 16M addresses]) blocks. Microsoft has smaller blocks per a "whois" search at ARIN. If I'm reading the results correctly, they have 131.107/16 (64K addresses) and smaller blocks in 64.119/16 and 66.228/16.

P.S. It struck me that searching at ARIN would only get me North American addresses. A follow-up search at RIPE ( Search Form ), the European registry, revealed handfuls of addresses for various Microsoft branch offices. Similar results would probably be found at the other regional registries ( "Regional Internet registry"  [Wikipedia article]).
