Early adopters got big slices.

Part of the riddle of IPv6. Mercedes Benz has as many addresses as
the entire continent of Africa. Those early adopters saw manna fall
from heaven, which as soon as they picked it up transformed itself
into a "property right". Those early adopters have no need for the
additional address space of IPv6 so will not support its promotion.
At the same time it's "Good luck with that" to anyone trying to
buy unused blocks from them.
