To quote a phrase:

    With great power comes great responsibility!
The problem is that the responsibility is not being exercised.

As a result, the behavior is not:

    exercising authority
it's clearly:
    abusing authority
The fact the system appears to also be broken so checks and balances aren't in place to prevent the extreme situation from occurring is just an added problem on top.

People can still abuse the authority they have - or try to - but if proper checks and balances are in place then they will quickly find themselves:

    reigned in
and with continued attempts to abuse
    have their authority revoked
