I think their technical competence is sufficient they remember that
using doc or docx formats leaves the list of redactions embedded
in the document. It is possible using the proper magic to truly
remove all redactions, but the print, blackout, scan method
is probably just as easy and reliable.

For many years the behaviour of MS Word when given line breaks
which were not CRLF could charitably be described as unpredictable.
I don't know if they ever fixed it, it's been a while since I looked.
