"You can deduct the cost in the year it is incurred or
amortize it as capital expenses. Whichever you choose for the
first year you incur expenses related to getting a patent is
binding for future years unless you receive special permission
from the IRS. [...] The deduction for patent expenses only
applies to obtaining a new patent, not purchasing an existing
patent from someone else."

For MS they've paid millions and millions in taxes on the royalties from their patents.

To Ireland

There's probably a similar situation with Apple and many other US companies who have low taxed foreign subsidiaries own the royalty streams.
