Actually, to a major extent.

It is almost impossible to get a concealed carry permit in
any of the cities here that have the highest murder rates.

US v Heller was about a police officer that wanted to be
able to take his duty handgun home with him in DC. The DC
ban was over-turned with regards to having a handgun at
home, but I am not aware if it affected concealed carry
permits.

I'm not aware that other cities have relented on their bans,
but I haven't explored closely. Chicago seems to be active
with a number of active cases, I only noticed because I was
trying to find some references to their "assault weapon" ban
circa 1990. The more recent activity completely blanketed
my google-fu going that far back.
