They weren't available to the general public.
It was HCI and their ilk that made it known to the public
(including the criminals) that police officers were wearing
vests that the teflon coated bullets would penetrate.
fyi, the teflon coating is not what allows the penetration.
It is the hardened bullet, designed to penetrate sloped
windshields. The teflon coating is what allows the hardened
bullet to pick up spin from the rifling, while not damaging
the barrel.
Don't believe anything HCI says about the NRA. It's lies,
spin, and more lies.
But, don't take my word for it. Do a little research.
