Good save! I buy it. :-) The NPT should apply.

I guess I pushed my argument farther than it needed to.

OK, same argument, but with a Tomahawk missile. Do you
think the 2nd puts a limit on the government power to
prevent you from owning a Tomahawk missile? There is no
such treaty.

I would say that the Preamble trumps the 2nd and these limit
can be put in place. No need for a constutional amendment,
as you suggested.
