Or is it simply a matter of abuse because they know they can get away with it?

I imagine in some cases, that's exactly what it is. I know in my own personal experience there have been people in my life that were deliberately abusive while I was trying to understand why they were doing what they were doing. But when I made it crystal clear their abuse needed to stop - it did!

I also imagine in some cases the violence is a deliberate strike against the harm and suffering the person was experiencing. I know a woman who was regularly physically abusive to the guy in her life and when he finally had enough and struck back she asked:

    What did I do to deserve this?
When will people start to understand that all forms of abuse - physical, verbal (bullying) or otherwise - are wrong. That the ultimate end result of such behavior either ends in complete despair or violence returned.

I don't condone what the man in the woman's life that I know and described had done - but I do ask:

    How can a civilized person not expect that end result when pain and suffering are being delivered regularly without conscience or remorse?
Perhaps this will help people consider bullying - in all it's forms - is wrong. And when the Authorities can't do anything to help the victims - tragedy, as a result, can only be expected.

So very sad because of how easy it is to prevent it... and all it takes is people recognizing the harm and doing something to stop it before it gets out of hand.

But that ultimately starts with the Authorities. When the Lawmakers make Laws preventing people being disciplined who are being deliberately abusive:

    They are promoting abuse!
When rules by authorities are such that someone defending gets punished:
    The authorities are promoting abuse!
When the victim - calling out for help - gets punished because "no one likes a tattletale":
    The authorities are promoting abuse!
When the victim can't defend themselves without being punished, can't ask for protection without being punished:
    Is it really any wonder to anyone that either utter rebellion or utter despair happens?
Just my opinion on my own personal experiences and external observations of others in my life.
