As you say, tides are powered by the moon's motion and not gravity. Gravity, by
itself, doesn't power anything. It simply provides a means for transferring
energy. Anything that uses gravity for power relies on the energy stored in
some object, be it the moon in orbit or water behind a dam.

So, any device that's claimed to be powered by gravity and nothing else is
"perpetual motion".

No - tides are powered by the earth's rotation relative to
the sun and moon. The moon is actually gaining energy and
being propelled into a higher orbit. 4 billion years ago
the moon orbited at 14,000 miles with a period of 15 hours.

The energy induced in the oceans in the form of tides is due to the motion of
the sun through space as the Earth is pulled through the octarine fields of the
Universe by the Great Turtle, A'Tuin.

Of course, to the ill-informed hoi polloi it seems like magic. Informed folk
like us know that octarine fields *are* magic.
