"I would love to see all patents held to ..." would be roughly
the
same meaning, but doesn't quite have the same flavor;
Try "If
only all patents were..". It's also very clear that this isn't true but it

Or maybe someone with a decent *English* education? I don't consider that usage
archaic at all.
