| As they could not agree, I suggest that the internet be split into "green" and
"white" networks with no interconnection between them. That would soon teach the
rogue states and non-democracies a lesson. Frankly, the democratic parts of the
world would be better off without them. It would also stop another problem.
Today at work the MD gave a regular staff meeting, and mentioned specifically
that as a company we were being targetted heavily by Chinese hackers. It is
unacceptable that industry, especially those involved in safety critical work
and highly classified stuff, should have to put up with that, and if the bunch
of complete scumbags that run China see fit to employ people to do

24 signatories are members of the Commonwealth of Nations.
Bangladesh, Barbados, Belize, Botswana, Brunei, Ghana, Guyana, Jamaica,
Lesotho, Malaysia, Mauritius, Mozambique, Namibia, Nigeria, Papua-
New-Guinea, Rwanda, St Lucia, Sierra Leone, Singapore, Sri Lanka,
South Africa, Swaziland, Tanzania, Trinidad-Tobago, are required
as a condition of that membership to maintain a parliamentary democracy.
Some of them also have a hereditary monarch as titular head of state.
I used the word "Rogue" in the subject line as that is how states
are described who are unable to maintain the Commonwealth's
standards of law and order. Or extending the color theme of
the green blocks on the chart, if I were redneck I could
describe all these countries as black.
A further three signatories, Egypt, Libya, Tunisia, I thought had
been liberated in the Arab Spring.

A fair number of signatories appears to have at least some democratic
institution, although many of them are insecure. or immature. Included are a
number of Caribbean and South American countries most people would not consider
dictatorships including Brazil and Mexico.
What seems to unite more than dictatorship is some hostility towards the United
States or alignment with the various groups of developing countries.
