NHS bowel cancer test delayed by IT glitch

The pdf seems to talk all about the IT infrastructure, and
not very much at all about the test. Surely, the test can be
done without all the fancy networking, can't it?

I think this is the same as the colonoscopy test done in the
US. It not only catches cancer, but also benign growths that
can cause health problems without killing you. My first
colonoscopy resulted in surgery for me the very next day,
even though it was benign. I was glad I had the test.

I shall appreciate the US health system slightly more (even
though it has warts) after reading this.

There's a nice SLA all written up in MBA speak. There's a nice PR
all written in Humphrey-speak. So what happened?
was the problem hardware, software or wetware?
