I may be mistaken but if I recall correctly the French Language is officially
controlled by the Acadamie Franciase, an organ of the French Government.

If official opinions are issued in French, who gets to interpret them?

By The Way for a couple of hundred years the Parisian French have been
attempting to extinguish numerous languages used in France. It is estimated that
at the time of the French Revolution only half of the residents of France
actually spoke French.

Napoleon probably spoke Corsican or Italian as his native language and spoke
French with a course Corsican accent.
