I was wondering how they accounted for (probably not) all those
hundreds of kilometres of partly built high speed rail tracks
standing forlornly in the fields these past years.

I would suggest a cash based accounting of the money paid to lawyers and the
court is a very good starting point, including (as a basis) all money received
by the plaintiff lawyers, defendant lawyers, plaintiff expert witnesses,
defendant expert witnesses, court (for filings and any other costs).
The amounts for plaintiff and defendant can be summed separately, and together,
to provide an indication of the amount of money wasted and could have been used
in other ways, eg for the benefit of, and the improvement of, the art (and
