I read that as they would be picking hardware that works best rather than trying
to work with what ever is on peoples home PC's. The way MAC's just worked
because they always had the correct drivers in the OS. Unless they do a TIVO I

When you are producing hardware, it makes sense to limit the number of options
you give customers to simplify your production process. It also simplifies
things for developers as they know exactly what hardware specs they are aiming
for.
So I don't see this as a problem unless they do something to prevent people
building their own computers. I can't see Valve doing that, especially if the OS
on this Steambox is Linux based.
The bit I am worried about is if Steambox will stop you running software that
