As OP I have re watched the video to double check number.

Marked as United States and with flag. Tail number definitely 10028 with NO
"N". I believe it is Learjet but I'm not a plane buff.

As stated above the N10028 is held by AIR TRACTOR INC. USAF tail number 10028
doesn't seem to exist either. Least ways I cannot find it.

Any one remember Air America? After all it is referred to in video as CIA
plane. Carrying one of a number of senior spooks from various countries to a
meeting in Wellington NZ
