No, then the heavy users go whine to the government that the ISP sold
them
something it isn't delivering.
So what?
The ISPs do that now,
and the government still has done
nothing.
The problem is that there is no
true competition.
They way is should be is this:
All ISPs should only be
in the packet delivery service.
Their "content" is pretty much junk.
Let's
call them Internet Bandwidth Providers. IBPs.
They should NOT be in the
information service.
Everyone should have multi-NIC routers, so that
you
can have two or more IBPs to your home or office.
If you have multiple
IBPs
then you have market competition for bandwidth.
Let the IBPs compete on
price. Let them do metered charging.
Content Delivery Providers
(Webservers, Mailservers, Usenet, etc) would also be in the same boat as
the
home/office user. Paying for bandwidth.
ISPs should be split into IBPs
and CDPs.
Your multi-NIC router could do all kinds of smart
things with
routing, using whichever of your IBPs
that you pay for to deliver what ever
traffic *YOU* control
based upon type (Web, mail, etc) and
time-of-day.
Bandwidth costs will go down very quickly.
New CDPs will
appear quickly.
The global economy will improve.
