Sorry, I didn't quite explain the situation clearly enough, this is an exception
to allow new CPL code to be submitted to the KDE repo, not to allow someone to
use GPL code under the CPL instead. See my new comment above for more details.

Re-licensing of code like that is almost certain to never happen, even if we
held the rights to do so, which we don't. KDE has no CLA, so copyright remains
with the coder, so just like the kernel relicensing is almost impossible. This
is why having a licensing policy controlling the code going into the repo is so
important to ensure it is consistent.
