Just to clarify, this is for code submissions to the KDE repositories, not for
what people do with that code afterwards. We have very strict rules on what
licences can be used for KDE code, generally the GPL for apps and LGPL for
libraries, but the occasional exception to include BSD and MIT based code for
interoperability.

In this case one app has written a Windows Installer for the app using the Wix
toolkit which is licensed under the CPL. This means the installer code has to
be CPL licensed, but as it is a standalone installer it doesn't affect the app
or library code at all.

The app wants the code to be posted in the KDE repo so that everyone who wants
to write a Windows Installer using Wix can benefit. The alternative was to post
the code to Github. The exception is solely to allow the code to live in the
same repo as the app. Anyone is free to use that code for whatever they want,
but no-one can submit CPL licensed code to the KDE repo's for any other
purpose.

KDE as a whole has not made any decision regarding the use of Wix in general.
