I don't know the answer to your question but I like the precedent.
It has taken a long time but just maybe money doesn't always control the
congress critters actions.
Now if we could speed things up regarding patents.

The answer to that question is *YES*. Assuming that the
deadliest thing that politicians tend to cause is a war, I
found some statistics:
WW1 - 16 million deaths, 37 million casualties
WW2 - 60 million deaths
Smoking - 4 million deaths per year globally, so at current
rates 15 years to equal WW2's death toll, which was a lot
more than 15 years ago.
In the UK alone, 12 times as many people have died from
smoking than were killed in WW2.
