Sometimes I think what the Patent Office needs is a
mass burning of law books on the front steps.
While your suggestion is sound and serious, and would
provide good to all the community, I think it will take
a cataclysm worse than I suggest before they will become
aware there is a problem that needs fixing.
I used Phone Gap (from techdirt's list) and have config
files still on my machine from 3 weeks prior to their
application, that'll be my defense.

and I'll say it again, the USPTO problem is _political_, not technical. They're
in business to grant patents, as many as possible. The more they grant, the
more money they make. Bad patents make _way_ more money. See the USPTOs list
of fees. Then you'll understand. Everyone is complaining about 'stupid'
