China indeed does not, in their opinion, have a copyright problem. As explained
to me by someone who did business in China, copyright == right to copy.

The context: Tian Lipu, commissioner of the State Intellectual Property Office, was speaking at a sidebar news conference at the present 18th National Congress of the Communist Party of China. Various reports are trickling into the western press.

The Register has some details on piracy not in other stories, and
Tian Lipu has a letter published by Wall Street Journal You may need to use Google News to access all of this article.
