Tiger - actually, YOU live in a country where you CAN sue.
It is possible, in the UK, for a private individual to undertake a criminal
prosecution. It's rarely done, and the CPS can step in and take over, but there
is nothing to stop you trying.
Usually, however, the sequence of events is (1) CPS declines to prosecute, (2)
private individual starts proceedings, (3) CPS hijacks the case and drops
proceedings.
I can't give you any examples, because it's pretty rare, but I'm fairly certain
there's been at least one private prosecution in the last five years or so.

1970s!"
