And as they say: "It's not a bug, it's a feature".
FRAND was designed to allow an industry to work together and
implement standards with everyone cross-licensing their IPs
for implementation. If some bring more to the table, they
get paid proportionately.

This gives an impression of openness while maintaining a
high barrier of entry for newcomers (which is somewhat fair
as they will strongly benefit of the research of the
incumbents).

This usually works for the best, actually rewarding
successful research and development and allowing a technical
industry to strive (by using a single standard instead of
competing ones and competing on products).
