easily get root access and do whatever it feels like to your
windows hard disk, it would be dead simple to make malware
that exploited this.
If there is a 'live usb operating system' for multiple
games, you would need a truly persistent usb operating
system. This would kill usb's very quickly as each cell of
memory (bit of memory) only has approximately 2000 read
write cycles before it dies.
Instead just go with dual-boot linux distro. Make a linux-
for-dumb-gamers operating system with very minimal setup
which defaults to creating a dual-boot system and is pre-
setup for most games, with a integrated steam package-
manager to help install others. To make the upkeep on the
operating system easier make it a fork with a major distro
such as Ubuntu like Backtrack is.
