Apple offered to license its portfolio of patents to Samsung provided the Korean company was willing to pay on the order of $30 per smartphone and $40 per tablet.
If memory serves, and I may be wrong, but I seem to recall those figures were for appliances using Android. Other OS was much different pricing

Apple is willing to pay - at most - $1 per smartphone.
I'd rephrase that slightly because I don't quite agree.

Apple is willing to make known that it is willing to pay - at most - $1 per smartphone.

Internally I'm sure that Apple would be happy with a bit more than that.

Just like with any hard negotiation, you go in low with attitude in the hope that even if you do have to go higher, it will (hopefully) not be too much higher that it hurts.

It reminds me of an insurance dispute I had once. They'll offer what they think they can get away with then pull out of a dispute just a few days before the case goes to court and pay the fair amount originally requested.
