The almost identical US home page without the apology doesn't have that resizing code, so it looks intentional. Bear in mind that they've known that they would have to publish the apology for some time, so they may have got this hide/resize code ready first in anticipation. I'm hoping someone at the court will pick up on this.

When checking one of articles, I came across this funny
comment:

Me too; but the crucial difference is that it also puts some of the bottom
buttons off the screen. That is a hint to the user to scroll the page up and
down. At most zoom levels I easily end up scrolling so that the notice comes on
screen. To me (I put up the "data points" anon posting here against
Apple's script earlier) that seems like enough and they are now in compliance
with the order. Overall, I guess the additional publicity they generated
through being caught cheating more than makes up for any lost publicity.
