Yes. The first rule is: never lie. A skilled propagandist can pick and choose
his facts, and so, never be called out on them. Omitting key facts is an
essential skill. If one sets oneself up as an 'expert', it gives ones
predictions (opinions) weight. Oh, and make it easy for jernalists to parrot
your punditry.
