I have yet to see reasonable evidence that could be viewed to be reasonably
convincing that Patents worked.
In the link I provided, it seems Mr.
Jefferson acknowledged the amount of inventions which were disclosed which would
otherwise not have been disclosed.
However, it appears he was still of
the opinion that Patents should be granted cautiously instead of
generously.

Oh how I wish his ideals
still ruled the patent world.
He was angered by the considerable
number of "frivolous" patents that the office received petitions
for
I can only imagine how he'd view what's being granted today -
and that would be with great sadness.
Of course, that assumes that he
would view what's being granted today in the same grouping as the frivolous
patent filings of his time.
