I think that the point is that these were
not some random scientists doing random earthquake research. They were a group
of scientists who were members of a committee responsible for identifying
serious risks. They were called in and discovered a number of risks.
If a
bunch of scientists each talk individually, the press will take one short sound
bite from each and the results will be "inexact, incomplete and contradictory",
which is apparently a crime in Italy.
The crime is: allowing someone else to
talk inaccurately in your name in a case where you have promised that you will
tell people what the situation is. Especially when you have taken an office
where you have a specific responsibility to do so. Both the risks associated
with bad buildings and the risks associated with the particular area were in
their scientific reports. The scientists had a duty, through their work, to
