There is an old story from the times of the former USSR (Soviet Russia).
A few computer scientists were forbidden to leave the country as they had
knowledge of state secrets about Soviet computer technology. The secret was that
the USSR had very few proper working computers. This was during the DEC Vax
era.
These "Computer Scientists" were once asked to develop computerized
pay slips. When they planned to implement proper accounting software they were
called back. They were supposed to type in the amounts by hand, and then print
them on a computer printer to look "genuine".
MS were always over-hyping new developments and vapor ware. Claiming secrecy now
reeks of desperately getting some working prototype.
