Which part of US Copyright Law says that
Books not legally copied under the US title cannot legally be sold in the US.
?

I've had a look at

Chapter 5: Copyright Infringement and Remedies

    Chapter 6: Importation and Exportation

Appendix A: The Copyright Act of 1976

Appendix C: The Copyright Royalty and Distribution Reform Act of 2004

Appendix E: The Intellectual Property Protection and Courts Amendments Act of 2004

Appendix K: The Berne Convention Implementation Act of 1988

Appendix L: The Uruguay Round Agreements Act of 1994

Appendix M: GATT⁄Trade-Related Aspects of Intellectual Property Rights (TRIPs) Agreement, Part II

The only thing that I can see that may have an effect is in Appendix L where there is a reference to the WTO Agreement where there is a reference to "(11) The Agreement on Import Licensing Procedures." which I haven't followed up.

Again, IANAL so my interpretation of what is written there could easily be wrong. j
